MLAs Local Area Development Programme:

1.Objective : Under the normal work programme of the Development Department it has not been possible to see and examine thoroughly all the important development needs of each locality/small area in each Assembly constituency. Therefore, Members of Legislative Assembly are frequently approached by their constituents for small but important works of local nature in their constituency. The MLAs have been demanding that there should be a development scheme/programme similar to that of MPs Local Area Development Scheme. Considering these suggestions, the State Government has decided to introduce MLAs Local Development Programme from the current year 1996-97 with an allocation of Rs. 2.00 lakhs for each Assembly Constituencies/MLA.

Under this scheme, each MLA will have the choice of suggesting to the Deputy Commissioners, works to the tune of Rs. 2.00 lakhs for the current year 1996-97, Rs.5.00 lakhs for the year 1997-98, Rs. 35.00 lakhs for the year 2007-08 and Rs. 40.00 lakhs for the year 2008-09.

2. Features of the Programme
The works under this scheme shall be purely of developmental in nature and should be meant for creation of durable community assets. The funds provided for the scheme should not be used for incurring revenue expenditure. If the funds are to be used for partly meeting the cost of larger works, in such cases, the works should be clearly identifiable part of the work. The cost of each work should normally be not more than Rs. 15.00 lakhs.

It should not be insisted that the land selected for execution of works should necessarily be Government land.

The Rural Development and Panchayati Raj Department will be nodal Department. Being the nodal Department it will issue general instructions to all Deputy Commissioners and implementing agencies to cooperate, assist and implement the works referred to them from time to time. Copies of such instruction shall be made available to the concerned MLAs also.
